Combine the red wine vinegar, mayo, Italian seasoning, onion powder, & garlic. Drizzle in the olive oil until the dressing is smooth & emulsified.
Combine the tortellini, chickpeas, sun-dried tomatoes, olives, artichoke hearts, sweet peppers, pepperoncinis, mozzarella, Parmesan, salami, and basil.
